Local and regional authority experts discuss monitoring system to assess action plan progress
On 1 February 2012, experts from Covenant Signatory cities, coordinating and supporting structures gathered in Brussels to share experience in monitoring the progress of Sustainable Energy Action Plan (SEAP) implementation. This event, co-organised by the Joint Research Centre (JRC), the Directorate General for Energy of the European Commission and the Covenant of Mayors Office (CoMO) took the form of a brainstorming and open discussion.

The main objectives were the following :

  • Discuss progress monitoring methods and processes (either existing or under development) with the relevant experts and pinpoint local authorities’ needs and bottlenecks ;
  • Gather feedback on the proposed Covenant monitoring system developed by the CoMO and JRC ;
  • Draw on positive and negative experience with existing monitoring schemes and define how the future Covenant monitoring system shall be shaped.

In the afternoon, the JRC presented the draft monitoring template that will facilitate the online reporting. The proposed template will be tested over a period of one month by a selected group of 10-15 cities. Following this testing phase, both the CoMO and JRC will revise and improve the template based on the input received. The monitoring template and instructions should be officially published in the first half of 2013.

** Important : Due to the delay in publishing the SEAP monitoring template, the signatories’ deadline for submitting the monitoring template will be extended to at least end-2013. The signatories will be informed at least six months in advance of their new deadline.**
