‘Covenant Coordinators’ are those public administrations which provide strategic guidance, financial and technical support to municipalities signing up to the Covenant of Mayors but lacking necessary skills and/or resources to fulfil their requirements.
Alongside financial assistance, Covenant Coordinators typically support signatories in conducting a CO2 emission inventory and/or a climate risk assessment, as well as in preparing and implementing their Sustainable Energy and Climate Action Plans.
Covenant Coordinators are:
- decentralised authorities, such as regions, provinces or grouping of local authorities,
- national public bodies such as national energy agencies.
Covenant Coordinators are considered by the European Commission as key allies of the Covenant of Mayors Office, as they play a decisive role in reaching out to local authorities in their territory and providing signatories with the technical, financial, administrative and political support necessary to fulfil their commitments.

Description: The electric vehicle mobility centre is in a 200 sq m building in a public park in Vitoria, close to the bus station. The centre house is a space for rotating exhibitions on EVs, an area for attention to the public, a projection room for talks and lectures, charging points and the logistics base of the e-carsharing scheme. Each fortnight, the glazed exhibition space showcases EVs provided by dealers from the different marques. Visitors are offered information and have a chance to try out the equipment. The mobility centre also houses the new operations base for the electric car-sharing organisation IBILEK. Members of the public and businesses can sign up to the scheme and rent out EVs directly at the centre. Talks on electric vehicles given each week in the projection room include a practical demonstration on charging and operating electric vehicles
