Illustration Covenant Coordinators

Covenant Coordinators are public authorities that are in a position to provide strategic guidance, technical and financial support to Covenant of Mayors signatories and municipalities signing up to it.

Alongside financial assistance, Covenant Coordinators typically support signatories in conducting a CO2 emission inventory and/or a climate risk assessment, as well as in preparing and implementing their Sustainable Energy and Climate Action Plans.

  • Covenant Territorial Coordinators are decentralised authorities, such as regions, provinces or grouping of local authorities,
  • Covenant National Coordinators are national public bodies such as ministries or national energy agencies.

The European Commission recognises them as important allies to support Covenant of Mayors signatories to meet their commitments and increase the impact of the Covenant.

INTRODUCTION OF THE EV IN THE BASQUE COUNTRY
Category: Other
Description: In line with the guidelines set out by the European Commission and in order to put into practice the energy policies of the Basque Government, in 2009, EVE initiated a project to introduce the electric vehicle (EV) as a more rational mobility solution over the coming years. The general aim is to encourage the introduction of EVs in the Basque Country as a means of improving energy efficiency in transport and as a strategy to promote new business opportunities within the Basque industrial fabric. Four strategic lines of action were defined:- Foster the automotive sector through a support for the design of a new EV produced in the Basque Country and the creation of opportunities for Basque companies in the sector to design specific components. - Develop a battery charging point infrastructure to cover the entire region guaranteeing the mobility of EVs. - Creation of a critical mass of vehicles in circulation in order to avoid market collapse.  - Adaptation of the legal framework, proposing modifications to the regulations in order to facilitate the rapid incorporation of EVs. Actions have been defined to address each of the abovementioned point.Specifically, for the issue of infrastructure, the Basque Government, through EVE, has created together with Repsol, a company called IBIL. IBIL is the EV charging managing company. Among the main goals for this year 2011 is to install 125 charging points throughout the Basque Country.
