STEP 1: Signature of the Covenant of Mayors
Take part in a strong political initiative
With your signature, you make more than a public statement: you commit to contributing to the achievement of the European Union’s energy and climate objectives. Via the Covenant of Mayors, you take part in a community that brings together local authorities with the same engagement and ambitions. You can share your experience with other local authorities, at regional, national or international level, and benefit from inspiring examples. This section provides you with information, ideas and practical steps towards our common goal of achieving local climate change mitigation and adaptation.
An ambitious commitment
All Covenant of Mayors signatories make a voluntary commitment to going beyond the EU objectives in terms of reduction of CO2 emissions and to increasing resilience to climate change.
To reach these objectives, local authorities commit to:
- a Baseline Emissions Inventory and
- a Climate Change Risk and Vulnerability Assessment
- Submitting a Sustainable Energy and Climate Action Plan within two years following the above date of the municipal council decision
- Reporting progress every second year following the submission of the Sustainable Energy and Climate Action Plan.
The formal political commitment of signatories needs to be translated into measures and projects. As a signatory, you accept to report and to be monitored by the European Commission’s Joint Research Centre on the implementation of your SECAP. You also accept termination of the participation of your local authority in the Covenant of Mayors in case of non-compliance.
