Covenant Supporters are defined as not-for-profit organisations (associations of local and regional authorities, networks, thematic agencies …) with the capacity to promote the Covenant of Mayors and to mobilise and support their members and/or local authorities to reach the Covenant of Mayors’ objectives.

They take action on their territories and areas of expertise (e.g. energy, environment, water, air), and at different levels of governance (e.g. European, national, and regional/local) to promote the Covenant of Mayors initiative and support the commitments of their signatories. With expert knowledge of the regulatory, legislative and financial framework under which they operate - be it at the local/regional, national or European level – Covenant Supporters are ideally placed to provide tailored advice to signatories and identify synergies with existing initiatives.

Who we are

The RURENER project is a network of small rural communities (villages and small towns) that want to reach a neutral energy print at the local level.

The Network brings tools and methods to support its members’ energy strategy set-up and evaluation. It allows them to share experience, learn from each other and promote their action through mentoring and twining activities.

Thanks to this support, small rural municipalities implement concrete action plans at the local level aiming at energy efficiency. Production of renewable energy sources, investment to save energy in buildings, education, information, etc. are at the heart of the local energy strategies. The different actions set up lead to better use of local resources and opportunities and bring innovative local development to small rural communities throughout Europe.

RURENER disseminates actions and results to welcome new members and becomes a living network of villages and small towns committed to Energetic Neutrality objectives.

RURENER is built by a consortium of 12 project partners from: France, Germany, Italy, Spain, Greece, Romania, Hungary and the UK.

STEPS TOWARDS 100% RENEWABLE ENERGY AT LOCAL LEVEL IN EUROPE

Description: The methodological guidelines titled "Steps towards 100% renewable energy at local level in Europe" have just been issued ! Pragmatic, practical, they aim at providing basic advice and feedback from the ground on the development and implementation on joint energy action plans. COMMUNITIES AHEAD IN THE ENERGY TRANSITION Enhanced in 2014, the energy and climate goals for 2030 of the European Union require the mobilization of everyone, everywhere. In a dynamic set to intensify rural territories, as well as cities, the communities have a major role to play. As the principal trustees of renewable resource deposits, they are the vanguard of the energy transition. Their strengths? Wind and water in abundance (very often), the sun of course, biomass - agricultural, forest, woodland, domestic, food processing - geothermal energy. With the desire to make this renewable capital live, it made some decide to take or regain control of the energy issue, reduce their energy bills and those of their inhabitants. Attracted by the opportunity to revitalize local economies and rural communes (alone or in groups) they are more likely to want to become 100% RES. But how to move from intention to action when faced with the lack of knowledge, or means, or when you feel too small to act? GUIDELINES FOR A PRAGMATIC AND PRACTICAL APPROACH It is to assist you in developing your energy policy that this guide was written. Pragmatic, practical, it brings together the return on experience from partners and communities involved in 100% RES Communities project. For three years, elected representatives from rural areas, some experienced and some less, together with experts from 10 countries in Europe, have sought the best organizational, technical and financial means to reduce consumption and produce renewable energy.
