BALREPA is an abbreviation for the Baltic Rotating Energy Planning Academy. The aim of the four day academy, being held in Riga on 22-26 October, is to create a platform for exchange of best practices and energy cooperation in the region among municipal authorities, national authorities, and university students & researchers.

The event is being organised on behalf of the Baltic Sea Region Energy Co-operation (BASREC) and the Nordic Council of Ministers (NCM). Participating in the academy is free of charge.

The concept is that each BALREPA will take place in a new country and the featuring topics of each academy will vary from event to event depending on the current international debate and local interests of the host country/region, thus contributing to both local benefits and cross-country understanding in the Baltic Sea Region.
