The EU-funded Data4Action project has developed a comprehensive guide to facilitate access to data for Sustainable Energy Action Plans.
Data4Action, a project co-funded by the Intelligent Energy Europe programme, focuses on improving data exchange between public authorities and energy data providers, in order to ensure a better implementation and monitoring of SEAPs. The project also enables the creation of 12 new regional data centres or observatories, so-called "one-stop shops", which will help more than 5,000 municipalities gain better data access for their local energy plans.
Comprehensive, accurate local energy data is crucial for local authorities to develop targeted climate and energy policies on their territory. This data is especially key for the baseline emission inventory (BEI) of the Covenant of Mayors SEAP, which allows cities to identify the key areas where energy efficiency and renewable energy measures are required in order to decrease GHG emissions. A solid BEI provides local authorities with a good basis for the implementation and monitoring of their SEAP.
The Data4Action data access guide for SEAPs was not only developed to help Covenant signatories get better access to local, accurate energy data within their territory; it is also useful for energy planning facilitators (e.g. GHG observatories) wishing to support the development of innovative collaboration models between cities and data providers (regional data centres, energy observatories e.g.). Moreover, the guide enables energy data providers to better contribute to the development and implementation of SEAPs, by becoming more inclusive and open to sharing energy data.
